A pulse oscillator based on thresholding a saw or triangle oscillator 
doesn't because the oscillator core is usually free running.  Many 
analog pulse oscillators that aren't providing other waveforms are 
stopped when their output is not needed and some saw/tri VCO start up 
fast enough so that stopping them would be possible.  A wavetable 
oscillator can actually behave in any of these ways because the 
startphase is a parameter that can be independently controlled for each 
voice in the unison.
